Abstract: This study examines if public libraries in a province in South Africa are ready to assume an enhanced responsibility for information literacy education, specifically that of students, and, if so, what inhibiting and facilitating factors might exist. The public libraries in the rural province of Mpumalanga provide the case site. “Readiness”, at one level, refers to physical capacity and, on a second level, to more subjective attributes such as staff attitudes and beliefs. The paper reports on the first phase of the study – in which both quantitative and qualitative data were gathered by means of a questionnaire/interview survey of 57 public librarians in 46 sites. The study finds that Mpumalanga public libraries are indeed heavily engaged in serving school learners. Shortcomings in certain physical facilities, such as the lack of space and absence of retrieval tools, are inhibiting factors with the heritage of apartheid still impacting on the availability of and quality of service. The low level of professional education of public library staff is found to impede innovation in library programming. The prevailing information literacy education model largely comprises oneto- one support, although there is a fair amount of source-based group library orientation. Moving towards information literacy education will depend on a shift in conceptions of the educational role of public libraries. In the absence of recognition of their curricular role by public library authorities and educators, many public librarians are not sure that their services to school learners are legitimate. There is, however, dawning recognition that present approaches are not meeting the needs of school learners and that more effective communication with educators is required. This recognition comes from public librarians’ frustrating encounters with learners rather than from insight into information literacy education theory and experience. The fundamental conclusion is that sustainable information literacy education in public libraries will depend on more dynamic leadership and on a vision of a new model of public library. Abstract: A text only Instant Messaging (IM) built on the IETF open standard SIP/SIMPLE has been developed in line with our proposed introduction of a user-defined text Hotkey feature. These act as an on-click Affective Gesture (AG): in similitude to Face-to-Face (F2F) expressive gesture-like abilities. Given that text communication possesses expressive discourse with some presence level, we seek to show that one-click text-gesture fast-tracking enhances text communication further. For this study, we are taking a hybrid quantitative and qualitative approach. Initial Pre-trial results have shown that an AG approach is more likely to improve IM chat spontaneity/response rate. Further experimental trials are being undertaken. Mobile devices and networks are becoming more data-centric (evident in Japanese I-mode) even as mobile network voice Average Revenue Per User (ARPU) are declining, new stream of data services are required which must take cognisance of handhelds features albeit their small screen estate and input/output limitation. Given that IM is entrenched in the social space, especially among teenagers and gaining wide adoption in the business place, we believe extensions are required for IM steep uptake in the mobile world, much as SMS has gained prominence. Enhanced input mechanisms for handheld IM system are expected to increase co-presence between handheld users and their desktop-based counterparts while in a synchronous discussion. Abstract: Text communication can be perceived as lacking in chat spontaneity, or plastic, due to medium limitations during interaction. A form of text messaging, Instant Messaging (IM), is now on the uptake, even on mobile handhelds. This paper presents results of using affective gesture to rubberise IM chat in order to improve synchronous communication spontaneity. The experimental design makes use of a text-only IM tool, running on handhelds, built with the Session Initiation Protocol (SIP) and the SIP Instant Messaging and Presence Leveraging Extensions (SIMPLE). The tool was developed with a novel user-defined hotkey – a one-click context menu that fast-tracks the creation and transmission of text-gestures and emoticons. A hybrid quantitative and qualitative approach was taken in order to enable data triangulation. Data collected from user trials affirms that the affective gesture hotkey facility improves chat responsiveness, thus enhancing chat spontaneity. Abstract: Introduction: The Local Government: Municipal Systems Act 32 of 2000 (hereafter 'the Municipal Systems Act') provides that the municipal manager is responsible for the appointment of staff, other than managers that report directly to the municipal manager (the so-called section 56 managers), in a municipality (s 55(1)(e) of the Municipal Systems Act). This is significant given that the municipal manager is the head of the municipal administration and also the accounting officer for the municipality (s 82(1)(a) of the Local Government: Municipal Structures Act 117 of 1998 (hereafter 'the Municipal Structures Act'), s 55(1) and (2) of the Municipal Systems Act and s 60 of the Local Government: Municipal Finance Management Act 56 of 2003 (hereafter 'the MFMA')). Political interference in the recruitment and appointment processes undermines this framework and has been cited as one of the reasons for the dysfunction at local government (Department of Co-operative Governance State of Local Government Report (2009) 67). Abstract: With QoS available on IP-dominant NGNs, Policy-based Network Management (PBNM) is an effective mechanism for managing services as opposed to actual devices. IP is ubiquitous, and any NGN must contend with legacy devices that do not support emerging PBNM protocols. Abstract: This paper discusses a way of offering voice instant messaging based on Internet Protocol using Session Initiation Protocol. The purpose of this investigation is to enhance the modern social communication amongst the people of South Africa who are already accustomed to text-based instant messaging. The proposed application aims to implement the traditional Push-to-Talk technology using Internet Protocol. Thus the proposed IP-based Push-to-Talk is a new approach to voice communication which emulates a walkie-talkie system. On the mobile phone IP-Push-to-Talk herein referred to as Push-to-Talk over a cell phone can be viewed as a voice SMS. The adoption of a Push-to-Talk service was inspired by the fact that it applies half-duplex communication. This enhances the primary objective of offering a cheap voice instant messaging. In half-duplex communication, only one person can talk at a time, thereby avoiding bidirectional charging. The project was implemented on two platforms, a PC and a mobile phone. The PC Push-to-Talk was implemented through client server approach whilst the mobile Push-to-Talk through a peer-to-peer approach. Several software engineering strategies were used for user requirements gathering as well for testing. Six users participated in the test and the results were gathered through questionnaires. Abstract: The Session Initiation Protocol and H.323 dominate the Voice over IP world. These signaling protocols are responsible for call setup and call tear down by IP telephony solutions. This project analyses and discusses the underlying H.323 and SIP interoperability issues and intends to build a scalable solution for the interoperability of these protocols. The gateway maps the call sequences between the two protocols. A test scenario establishes a barrage of call setup and tear down requests to test the scalability of any H.323/SIP interoperability solution. Abstract: Current VoIP signaling protocols are interoperable with the PSTN SS7 via H.323-to-SS7 or SIP-to-SS7 gateways. As we move toward the Next Generation Network, the PSTN falls away and we work toward carrier-grade VoIP interoperability between H.323, SIP, and other future VoIP signaling protocols. Abstract: This article serves to report on the introduction of an innovative ‘blended learning’ approach in the Paediatric Dentistry Department at the University of the Western Cape (UWC) in Cape Town, South Africa. This intervention was the first of its kind to be introduced at UWC’s dentistry faculty. Methods Educational resources were placed online to supplement didactic and clinical teaching and in so-doing, compensate for the lack of chair side teaching. An online learning platform was thus provided for students to engage with. Results Forty-seven percent of students accessed the site. The evaluation of the course by these 4th and 5th year students was mostly positive. Students who did not access the site provided a variety of reasons for not doing so, with the main reasons being the ‘lack of time’ (40%) and ‘lack of IT resources’ (41%). Conclusion This intervention highlighted the fact that ‘blended learning’ definitely has its place in the dentistry curriculum, especially if minor issues like access to resources can be addressed. The Paediatric Dentistry department at the University of Western Cape is continually pursuing current trends in teaching to provide an education that is on par with global standards. Abstract: A number of initiatives were launched in various countries worldwide to provide quality physical education in schools. However, the promotion of participation in sport and specifically elite sport is still regarded to be economically more feasible, than the introduction of physical education in schools and “sport for all” programmes at community level. In order to improve the current situation, the conventional ideas of the school physical education programme needs to be reconsidered and more serious consideration should be given to the preferences and needs of the key stakeholders. The aim of the study was to determine the views of teachers and learners with regards to physical education and the promotion of physical activity in a local community school. Participants included learners and teachers involved in life orientation and coaching of sport in a high school in a local community in the Western Cape, South Africa. The school was purposively selected as it caters for the previously disadvantaged learners in the area. Data was collected by means of focus group discussions. The results indicated that both the learners and teachers appreciated the benefits associated with participation in physical education but also highlighted significant barriers that prevented the effective implementation of physical education programmes in the school. South Africa needs a structured, cost effective approach to physical and health education in schools that stipulates national objectives and detailed strategies to realize the objectives. Abstract: To clinically evaluate the effectiveness of Nite White 10% carbamide peroxide with amorphous calcium phosphate, potassium nitrate and fluoride over a 6-month follow-up period. Nite White was applied nightly for 14 days, according to the manufacturer’s instructions. The color of teeth 11 and 21 of twenty one subjects was measured with a spectrophotometer (L*; a*; b*). Subjects were instructed to take note of any tooth sensitivity and gingival irritation. For all three components (L*, a* and b*) statistical significant differences (p<0.05) in the values between base-line (prebleaching) and; after treatment, after 1-month, after 3-months as well as after 6-months were found (Wilcoxon Signed Rank Sum Test). Significant differences were also found amongst the E*ab (0-14days) values and; E*ab (0-1 month), E*ab (0-3 months) and E*ab (0-6 months). However, no significant differences were found between pairs of E*ab (0-1 month), E*ab (0-3 months) and E*ab (0-6months). The decrease in E*ab was the highest after 1 month (~30%). The highest decrease in L* was about 58% after 1 month. Over the 14-day treatment period tooth sensitivity was 24.5%. Conclusions: Nite White ACP demonstrated significant tooth-whitening (unit increase = 5.29) with a low tooth sensitivity (25%) probably due to the presence of amorphous calcium phosphate, potassium nitrate, and fluoride. Abstract: We intend adding video messaging and conferencing to Multimodal Telemedicine Intecommunicator (MuTI), a previous system that has already been in place in the target environment. This is to allow a semi-synchronous communication to occur over the Internet Protocol. Videoconferencing can be used to communicate synchronously and video messaging in a store and forward fashion can be used to communicate asynchronously. MuTI supports store and forward of still images, voicemail and text. The system also supports real time communication by means of audio. The aim of this research is to learn how to bridge the digital divide by building applications that are useful and relevant to the users we build for. We are developing this application together with the users of the application in an iterative fashion where we build the prototypes and show the users at each cycle. The feedback that we get from the users plays an important role in building a prototype for the next cycle. The software will be instrumented to provide statistics about the system usage. We are also going to get data from the users by using questionnaires and compare this data with the statistics about software usage to see how much the system has been used and which features in the system do the users like. We are using a rural South African context in conducting this research. We hope to bring about guidelines and recommendations on how to develop applications to bridge the digital divide in a developing world context. Abstract: The Child Justice Act 75 of 2008 mandates the Minister of Justice and Constitutional Development to report annually on the implementation of the Child Justice Act to the Parliamentary Portfolio Committee on Justice and Constitutional Development. On 1 April 2011 a year had passed since the implementation of the Child Justice Act. This article interrogates the annual report presented to parliament on the first year of implementation of the Act, and concludes that it is not possible to accurately assess whether the Child Justice Act was implemented fully during the year, as the statistics provided in the annual report by different departments are unclear and incomparable. Abstract: There is growing interest in standard care programmes for antiretroviral (ARV) adherence support. In South Africa, individual counselling following ARV initiation is a main strategy for supporting adherence in the public sector. Egan’s client-centred ‘‘Skilled Helper’’ counselling model is the predominant model used in HIV counselling in this context. This study evaluated counselling delivered by lay ARV adherence counsellors in Cape Town in terms of adherence to Egan’s model. Thirty-eight transcripts of counselling sessions with non-adherent patients were analysed based on the methods of content analysis. These sessions were conducted by 30 counsellors. Generally counsellors’ practice adhered neither to Egan’s model nor a client-centred approach. Inconsistent with evidence-based approaches to counselling for ARV adherence support, counsellors mainly used informationgiving and advice as strategies for addressing clients’ nonadherence. Recommendations for improving practice are made. The question as to how appropriate strategies from developed countries are for this setting is also raised.
